About the Office of the CISO
The COVID-19 pandemic has accelerated the need for the City of Toronto to digitally transform its services to meet the demands of its residents and workforce, to build additional business resiliencies, and to support recovery efforts. This increased demand to create an effective remote workforce coupled with new digital services for residents is leading to an expanded online risk that may be exploited. The City is responding to these challenges by modernizing their cyber program led by the recently formed Office of the Chief Information Security Officer (“CISO”).
The CISO vision is to play a key role in transforming Government through digitization; and to provide cyber support to Toronto residents in order to enable equitable outcomes.
The Office of the CISO’s short term objective is to continue protecting the City’s assets (digital infrastructure and information). The long-term vision is to implement a program that will enable the development of proactive services in contribution to solving some of society’s challenges such as diversity and inclusion, cyber bullying, cyber poverty, missing persons, and cyber health care within the next five years. In addition to the societal benefits, the Office of the CISO continues to fulfill its mandate to:
- Minimize the impact of cyber incidents that result in financials loss, reputational damage, service disruption, legal liability and loss of life through the delivery of relevant cyber governance;
- Support the City’s strategic priorities of keeping Toronto moving and building resilience by contributing to improvement initiatives (ModernTO, Financial Transformation, and COVID-19 Recovery);
- Promote financial sustainability by containing costs through automated, efficient and/or streamlined processes.
About the Role
The City of Toronto is seeking a Chief Information Security Officer who will provide executive leadership to the City and its Agencies and Corporations by establishing and maintaining an organization wide information security vision, strategy, and program that is consistent with the City’s strategy. Your role will encompass providing oversight and direction to your team, ensuring they have a view of the risks faced by the organization while putting in place the necessary security technologies and processes to minimize risks to the organization. You will work proactively to protect the digital assets, information, identities, and intellectual property of the organization while maintaining the organization’s compliance with information security regulations.
Administratively reporting to the Deputy City Manager, and functionally to the City Manager, the role of CISO is suited for a leader who:
- Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour issues, ensures high standards of work quality and organizational performance, continuous learning and innovation and further directs, through subordinate management staff, all activities and delegated management responsibility.
- Provides leadership and oversight to all activities related to the availability, integrity, and confidentiality of client, business partner, employee, and business information in compliance with the organization’s information security policies. Works with executive management to determine acceptable levels of risk for the organization, translating and implementing solutions to mitigate the City’s security risk exposure, articulating the impact of cybersecurity on digital and physical assets as well as business operations.
- Provides overall planning and expert leadership in the development, implementation, and maintenance of a comprehensive enterprise-wide information security program and associated infrastructure which entails the monitoring of information security trends, internal and external to the organization, and keeps senior management informed about information security-related issues that could affect the organization.
- Provides guidance and advocacy regarding prioritization of Technology investments and practices that impact information security and risk including the management of the cybersecurity function, monitoring, reporting discrepancies and the information security budget.
- Liaises with the City’s Insurance & Risk Management unit and Corporate Technology Services Division key stakeholders to manage, maintain, and where required, put into effect the City’s cyber-insurance policy and associated processes if an incident/breach occurs with coverage across the City of Toronto, enterprise-wide.
- Provides regular reporting on the current status of cybersecurity and enterprise risks to senior leaders as part of a strategic enterprise risk management program supporting the City.
- Negotiates with various stakeholders, often with competing and conflicting goals, objectives, and priorities to
ensure the protection of City assets.
- Builds and sustains engagement with strategic external partners in the field of cyber resilience and develop partnerships with divisions, agencies, boards and corporations.
- Acts as an innovative leader to demonstrate commitment to the organizational values of diversity and inclusion, cultivating an innovative work-force of high-performing professionals in a positive service delivery culture.
